My Dad is a guru of garage sales, a sultan of second hand stores. I'm not sure how, but he manages to find all sorts of strange and interesting things. I don't have the patience to hunt through junk, so if it's genetic my sister got the gene and I didn't.
The figurine has 'Japan' stamped on the bottom, but there's no date so I have no idea when it was made. Now I have a strange mental image of a factory of Japanese workers making weird little ceramic American girls glued to telephones.
